Notice on the Vehicle Registration Operations
1.Relevant Requirements
For a vehicle that applies for a license plate and a driving certificate for the first time, it should go through the technical safety inspection at an apparatus for vehicle safety inspection to acquire a qualification certificate for technical safety inspection before applying for the registration. Vehicle models exempted from inspection by the state’s governmental agency in charge of motor vehicle products are exceptions.
2.Materials Required for the Procedures.
a.Application form for motor vehicle registration/transfer.
b.Identification credentials for the owner of the motor vehicle and a copy thereto. (See Guideline［13］ for detailed description)
c.A voucher substantiating the motor vehicle’s background. (See Guideline［13］ for detailed description)
d.A voucher for compulsory liability insurance in favor of a third party (accident’s victim) and a copy thereto.
e.The original qualification certificate for a domestically made motor vehicle, or the original voucher for importation of a motor vehicle made overseas.
f. The original certificate for payment of the tax on vehicle purchase, or the original duplicate of the voucher for tax exemption.
g. A standard photo of the motor vehicle.
h. The image of Vehicle Identification No. (Chassis No.)
i. For passenger cars with up to 19 passenger seats, a certificate for forensic inspection is needed; for company-owned minivans, a Permit for the Use of Rationed Minivans or the original voucher for minivan not being rationed is needed.
j. The originals and copies of other certificates and vouchers that should be produced according to the law and statutes when registering the motor vehicle.

Notice on the Operational Procedures of Application for a Motor Vehicle Driving Certificate on the
Basis of a Non-Mainland China One
［For Hongkong residents who hope to exchange their Hongkong driving certificate for The Motor Vehicle Driving Certificate of The People's Republic of China that entitles the holder to drive vehicles of types C1, C2 (passenger car with fewer than 9 seats) and E, refer to the Operational Guidelines (5)］
1. Relevant Requirements:
a. People who hold a non-mainland China driving certificate and fulfill the application requirements set forth in the Regulation for Application and Use of Motor Vehicle Driving Certificate are eligible to apply for the motor vehicle driving certificate entitling the holder to drive the corresponding types of vehicles. The applicant should file the application at the place of residence.
b. People who apply for a motor vehicle driving certificate on the basis of a non-mainland China one should go through the Exam Subject one. People who apply for a motor vehicle driving certificate that entitles them to drive big passenger buses, tow trucks, mid-sized passenger cars and big trucks should go through the Exam Subject three. For personnel of foreign embassies, consulates and representative bodies of international organizations in China who apply for a motor vehicle driving certificate, the certificate shall be checked and issued on the principle of equal diplomacy. For people who are nationals of a country with which China has an accord for mutual acknowledgment of each other's motor vehicle driving certificates, formalities shall be fulfilled in accordance with the accord. For people who are nationals of a country with which China has any relevant accord that involves motor vehicle driving certificates, formalities shall be fulfilled in accordance with the accord.
2. Documents Required:
1) The applicant's identification credential and copies:
a. The resident's identification credential takes form of the Resident's ID Card;
b. For residents from inland provinces living in their provisional localities, their identification credential takes form of the Resident's ID Card and residence certificate and temporary residence certificate issued by the PSB;
c. For personnel of foreign embassies, consulates and representative bodies of international organizations in China, their identification credential takes form of a valid identification credential issued by the Ministry of Foreign Affairs;
d. The identification credential of a non-Chinese-mainlander refers to the one produced when entering the border (a notarized Chinese version is needed in case that the credential is in a foreign language) and a residence certificate (the identification credential on which a resident of Hongkong or Macau applies for a mainland driving certificate takes form of an ID card from Hongkong or Macau and a Laissez-Passer for Hongkong and Macau Residents to Travel to and from the Mainland or the hometown-bound certificate or a passport; a resident from Hongkong or Macau who does not temporarily reside in the mainland needs not to produce the permit for temporary residence when applying for a driving certificate; a resident from Taiwan can apply for a driving certificate on producing a Laissez-Passer for Taiwan Residents to Travel to and from the Mainland to which a permission procedure for temporary residence has been attached by the PSB, and a residence permit is no longer needed, while he/she should also produce an Application Form for Taiwan Residents to Apply for Motor Vehicle Registration and a Driving Certificate that has been verified by the local Office of Taiwan Affairs; the identification credential of a foreigner or an overseas Chinese person takes form of a passport. Residence credentials include a residence permit, a permit for temporary residence or a Registration Form for a Temporary Resident, etc. A foreigner or an overseas Chinese person who is under regulation not eligible to be issued a residence permit and a permit for temporary residence should produce a Registration Form for a Temporary Resident issued by the PSB at his/her place of temporary residence.
2) An Application Form for Motor Vehicle Driving Certificate;
3) The Certificate for Physical Fitness of the Applicant issued by a medical institution at and above the county level, or by a military medical institution at and above the regiment level. (When personnel of foreign embassies, consulates, and representative bodies of international organizations in China exchange their driving certificate with a Chinese one, no physical examination is needed, and procedures shall be carried out in line with the principle of equal diplomacy in order to offer further convenience for the diplomatic personnel);
4) A valid driving certificate for a motor vehicle registered outside of the border and its copy (A notarized Chinese version is needed in case that it is in a foreign language);
5) 4 recent color photos of the applicant's uncapped front side in a white background (Spectacles are needed to wear if vision is under rectification), with a size of 32 mm×22mm (1 Sq inch), the head occupying about two thirds of the photo's length, and a 300dpi resolution. The photo for a motor vehicle driving certificate can be in the form of either gluing or digital printing;
6) Personnel from foreign consulates in Guangzhou also need to provide a consul certificate or public servant certificate and its copy in addition to the aforementioned requirements. A signature from the person in charge of the consulate and also an official seal of the consulate are needed on the copy of a passport or on the notarized translated version.

Notice on Hongkong Residents Exchanging their Driver's
License for a Mainland One on an Exam-Free Basis
1. Pertinent Regulations:
1) The scope of Hongkong residents who are eligible to exchange their driving license for a mainland one on an exam-free basis:
a. People who hold an official Hongkong driver's license entitling them to drive (1) type of private cars or above are eligible to exchange it on an exam-free basis for a mainland small car driving license entitling them to drive C1 type of vehicles if their personal conditions including age, physical fitness, etc. accord with the relevant requirements for the applicant's first time application for a mainland driving certificate that are set forth in the Rules of the People's Republic of China in Motor Vehicle Driving Certificate Administration;
b. People who hold an official Hongkong driver's license entitling them to ride (3) type of motorcycles or to ride (22) type of motor tricycles are eligible to exchange it on an exam-free basis for a mainland two-wheeled motorcycle driving license entitling them to ride E type of vehicles;
c. People who hold a Hongkong driver's license entitling them to drive A type of automatically geared vehicles (excluding motorcycles and motor tricycles) are eligible to exchange it on an exam-free basis for a mainland driving license entitling them to drive C2 type of small-sized automatically geared passenger cars with fewer than 9 seats.
2) Administrative Routines:
a. A mainland driving license exchanged for on an exam-free basis is treated in the same way as a domestic driving license, in terms of administrative routines which include regular certificate renewal, re-participation in pertinent examinations when scores kept reach a certain level; a driving certificate shall be written off in case of intentional misrepresentation or omission of personal data in order to cheat for it, and in case of failing to renew the certificate overrunning the valid period of a year.
b. Drivers whose personal data have been altered shall within 30 days apply for alteration registration and submit relevant data; drivers whose physical condition or auxiliary condition has changed shall within 10 days apply for alteration registration and fulfill relevant procedures;
c. People whose mainland driving certificate exchanged for on an exam-free basis has been revoked or repealed due to being fraudulent in application, violation of traffic rules, etc. are not allowed within five years to reapply for an exchange on an exam-free basis for a mainland driving certificate;
d. People who need to go through procedures for entitling them to drive additional type(s) of vehicles shall refer to the Operational Guidelines (2).

1) A Hongkong ID Card and a Laissez-Passer for Traveling to and from the Mainland or the hometown-bound certificate or passport (A notarized Chinese version is needed if it is in a foreign language) and their copies;

3) A Certificate for the Applicant's Physical Fitness (issued by a medical institution at or above the county level);
4) An Application Form for Hongkong Residents to Exchange their Driver's License for a Motor Vehicle Driving License on an Exam-Free Basis;
5) A valid Hongkong official driving certificate and its copy;

Operational Guidelines for Motor Vehicle Registration
1.Identification credentials refer to:
a. The identification credential of government agencies, enterprises, social undertakings and social organizations takes form of the Certificate for the Code of the Organizational Institution. In case that the entity in issue has been written off, repealed or bankrupted and hence its motor vehicle needs alteration registration, transfer registration, writing-off registration or needs to reapply for the certificate for motor vehicle registration, the license plate and the driving certificate, the identification credential for the written-off enterprise takes form of a write-off certificate issued by the Industrial and Commercial Administration Department. The identification credential for a repealed government agency or social undertaking takes form of a pertinent certificate issued by its superior department in charge. And the identification credential for a bankrupt enterprise takes form of a pertinent certificate issued by an assets settlement organization set up under the law;
b．The identification credential for foreign embassies and consulates, offices run by foreign governments, and representative institutions of international organizations in China takes form of a certificate issued by the embassy, consulate, office or representative institution;
c. The identification credential for wholly-owned foreign enterprises and foreign companies’ institutions in China takes form of the Certificate of the Code of the Organizational Institution;
d. The identification credential for residents takes form of the resident’s ID card or household registration book. For residents from inland provinces living in their provisional localities, their identification credential takes form of the resident’s ID card and residence certificate and temporary residence certificate issued by the PSB;

2. A voucher substantiating the motor vehicle’ background signifies:
a. For a motor vehicle purchased domestically, its background voucher takes form of a motor vehicle sales invoice or a used-motor vehicle transaction invoice that is uniform across the country. For a motor vehicle purchased overseas, its background voucher takes form of a sales invoice issued by the seller of the vehicle and also its translated version;
b. For a motor vehicle that is transferred based on intermediation, ruling or judgment from a People’s court of law, its background voucher takes form of an effective Letter of Intermediation, a Letter of Ruling or a Judgment and a pertinent Notification of Execution Assistance issued by the aforementioned People’s court of law;
c. For a motor vehicle that is transferred based on an arbitrament from an arbitrational body, its background voucher takes form of a Letter of Arbitrament and a Notification of Execution Assistance that is issued by a People’s court of law;
d. For a motor vehicle that is inherited, received as a gift, won as a prize in a lottery or offered under an agreement as compensation for debt, its background voucher takes form of relevant documents substantiating the inheritance, presentation, prize-winning, agreement to offer as compensation for debt, and also a notarial deed issued by a notary body;
e. For a motor vehicle that is involved in the process of capital restructuring or total asset transaction, its background voucher takes form of the approval documents issued by the asset management department;
f. For an unregistered motor vehicle that is bought in a bulk purchase by a government agency and then assigned to its subordinate institution, its background voucher takes form of a motor vehicle sales invoice that is uniform across the country and an assignment certificate issued by the government agency;
g. For a motor vehicle that is already registered and assigned to its subordinate institution by a government agency, its background voucher takes form of an assignment certificate issued by the aforementioned agency;
h. For a motor vehicle that is stolen or robbed of, but has been found and returned to its owner by the PSB and the claims on which have been settled down to the owner, its background voucher takes form of a certificate of Interest Transfer issued by the insurance company;
i. The background voucher of an engine, a vehicle frame or a chassis that has been replaced with takes form of an invoice issued by the sales company or an invoice issued by the repair shop.

For a motor vehicle that is transferred based on intermediation, ruling or judgment from a People’s court of law, its background voucher takes form of an effective Letter of Intermediation, a Letter of Ruling or a Judgment and a pertinent Notification of Execution Assistance issued by the aforementioned People’s court of law;
c. For a motor vehicle that is transferred based on an arbitrament from an arbitrational body, its background voucher takes form of a Letter of Arbitrament and a Notification of Execution Assistance that is issued by a People’s court of law;
d. For a motor vehicle that is inherited, received as a gift, won as a prize in a lottery or offered under an agreement as compensation for debt, its background voucher takes form of apposite documents substantiating the inheritance, presentation, prize-winning, agreement to offer as compensation for debt, and also a notarial deed issued by a notary body;
e. For a motor vehicle that is involved in the process of capital restructuring or total asset transaction, its background voucher takes form of the approval documents issued by the capital governing body;
f. For an unregistered motor vehicle that is bought in a bulk purchase by a governmental apparatus and then assigned to its subordinate institution, its background voucher takes form of a motor vehicle sales invoice that is uniform across the country and an assignment certificate issued by the governmental apparatus;
g. For a motor vehicle that is already registered and assigned to its subordinate institution by a governmental apparatus, its background voucher takes form of an assignment certificate issued by the aforementioned apparatus;
h. For a motor vehicle that is stolen or robbed of, but has been found and returned to its owner by the PSB and the claims on which have been settled down to the owner, its background voucher takes form of a certificate of Interest Transfer issued by the insurance company;
i. The background voucher of an engine, a vehicle frame or a chassis that has been replaced with takes form of an invoice issued by the sales company or an invoice issued by the repair shop.
